Memorandum of Understanding
The Memorandum of Understanding (MoU) is the foundation for joining the initiative and a declaration of intent between all RTR members to enter the initiative. The MoU is not legally binding but serves as the foundation of the initiative. The scope of the MoU is to define the terms and conditions under which the RTR members decide to work together.
Steering Committee
The RTR members appoint authorized representatives for the RTR Steering Committee. These representatives are authorized to take decisions on behalf the RTR members. Each member uses reasonable measures to maintain the continuity of its representation within the RTR Steering Committee.
The Initiative is open to all interested stakeholders, including all train operators/ manufacturers/ integrators. Against this background, the Coordinator publishes the Initiative and invites all interested third parties to join the Initiative on instruction of the RTR Steering Committee.
Antitrust Council
The Initiative is closely assessed and guided by an Antitrust Council, which is formed by in-house legal counsel and/or external legal counsel of all parties involved in the Initiative. The Antitrust Council holds conference calls as needed to exchange views to ensure compliance with antitrust rules related to the Initiative. However, it is individual responsibility of each party to ensure overall compliance. The Antitrust Council can only provide a framework for the exchange of views in compliance with the applicable competition rules and – if necessary – request external advice or initiate an informal presentation of the MoU.
Fees
Arising fees will be budgeted based on the planned work packages and costs for the coordinator are split equally among all parties. They perform their services on their own cost and bear the expenses themselves including working time, travel, and accommodation.

Chairman RTR
Head of the initiative (chairman) is Dr. Torsten Latz who currently acts as SVP procurement rolling stock and spare parts and deputy CPO at Deutsche Bahn AG. He has a proven track record in several management positions at DB, joining DB Long-Distance in 2008 as Division Manager operations design and development and leading the procurement department railway infrastructure from 2014 to 2019.
Prior to these assignments, Torsten worked as Associate Partner for McKinsey & Company in Germany and South Africa. He studied physics and received his doctor degree from the Institute of Laser Physics at the University of Hamburg
